Dover passes scooter regulation
Dover Council passed Ordinance 24-25 at its July 7 meeting concerning the regulation of electric scooters and their operation in the city. Safety equipment and safe practices while riding will apply.
Some of the key restrictions on electric scooters include the following:
—Electric scooters cannot be operated on streets or highways with speed limits higher than 35 mph.
—Electric scooters cannot exceed 20 mph.
—Electric scooter riders under the age of 18 must wear a helmet.
—Riders must operate their e-scooter with regard for safety and exercise reasonable and ordinary control over the device.
The city plans to work with local organizations to help get the word out on these new safety measures.
In his mayor’s report, Shane Gunnoe updated council on the infrastructure projects related to the Schaeffler manufacturing expansion.
“Our power line extension project continues on time and under budget with an expected completion in the next two months,” Gunnoe said.
Bids were opened recently for the reconstruction of Crown Road. North Star Asphalt from North Canton submitted the low bid of $1,028,873.35. The bid was much lower than the $1.3 million projected.
“The Dover City Planning Commission met on June 18 and gave approval to ALDI Corporation for a lot split on Ohio Avenue,” Gunnoe said. “The company has tentative plans to build a new store adjacent to the current Zimmer manufacturing facility.”
The Dover Community Blood Drive will be held July 30. Appointments are available online, and the link is on the city’s Facebook page.
The Dover City Farmers Market will open July 10 and be held every Thursday through Sept. 25 from 7:30-10:30 a.m. at Dover City Park. New vendors are welcome.
The next concert at the Deis Hill amphitheater will be held July 17 at 7 p.m. The Hitmen are scheduled to perform.
Trick or treat will be held Thursday, Oct. 30 from 6-8 p.m.
Jennifer Flaherty gave council an update on the Challenger Baseball state tournament that will be held in Dover City Park July 12-13.
“We have 34 teams, 10 leagues and 395 kids coming to play baseball this weekend,” Flaherty said.
Flaherty invited everyone to come out to the park to check it out.
“We’re the best kind of baseball in town,” Flaherty said. “For those that may not know, Challenger Baseball is a baseball league for children and adults with special needs.”
The weekend will include an opening ceremony led by Perci Garner and Greg Kimble and a dance on Saturday night.
The tournament brings about 1,300 people to the area.
Previously, at a special council meeting held June 23, council passed three ordinances:
—Resolution 8-25, an emergency resolution to authorize a renewal levy to be placed on the ballot in the Nov. 4 general election. The renewal levy will generate $1,022,164 annually. The money raised by this levy will support the city’s safety forces.
—Emergency Ordinance 28-25, authorizing an additional $506,742 for the renovation and improvement of the city municipal center at 321 N. Wooster Ave. that was previously approved as Emergency Ordinance 17-25. The extra money was needed after bids came in over the projected costs to remodel the facility.
—Emergency Ordinance 29-25, authorizing the mayor to enter into a partnership agreement with Tuscarawas County for the 2025 Community Housing Impact and Preservation Program.
The next Dover Council meeting will be July 21 in council chambers, 121 E. Second St., Dover.
