At the March 6 meeting, Bolivar Village Council accepted the resignation of Village Administrator Chuck Williams, effective March 1. Williams will remain as the water operator.

Council passed an emergency ordinance by a 4-1 vote, appointing Patty Smith, assistant fiscal officer, to the position of village administrator. She will receive $25 per hour for up to 10 hours per week. Council member Dan Oberlin cast the lone no vote.

Council held the second reading of an ordinance authorizing the mayor and fiscal officer to advertise for public bid for the 2025 trash pickup services contract for the village. The current contract expires May 31.

Council also did the following:

—Held the first reading of an ordinance authorizing an agreement between the village and Zoar for the provision of police protection through the Bolivar Police Department.

—Learned the bicentennial banners cost $710. An incorrect cost was issued at the February meeting.

—Gave approval for $2,000 to Lawrence Township toward the composting program.

—Rescinded authorization to spend $1,800 for renovations to the bathroom in Village Hall.

—Held the second reading of an ordinance amending a section of the policies and procedures for the village.

—Heard a property owner question why he is not notified when renters do not pay the water bill. He wants the water service turned off if the bills are not paid. Fiscal Officer Maria App and the property owner had a lengthy discussion about the matter. Council President Pro Tem Will Bellinger gave the property owner advice how to make sure the bills are paid.

—Agreed to write off a bad debt of $341 for a water account that was two years old. Two properties had delinquent water accounts, one in probate and the other an abandoned property. Property taxes will be assessed for $276 to collect the debt.

Other information

The Bolivar and Wilkshire Hills garage/yard sales will be May 8-10. Signs were approved to be placed at Park Street at state Route 212.

Police responded to 45 calls in February.

A special work session will be held Thursday, March 20 at 6:30 p.m. for the purpose of discussing and acting upon the following items: reading and passages of ordinances, the 2025 paving project, identifying spending needs versus wants, the library contract, reviewing appropriations and revenue budgets, and the fund status report. The meeting will be held at 121 Canal St. SE in Bolivar. The meeting will be held immediately following the street and alley committee meeting at 5:30 p.m. This is a one-time location change for the street and alley committee, which meets at Village Hall, 117 Canal St. NE, Bolivar.

The next meeting will be April 3 at 7 p.m. at 121 Canal St. SE in Bolivar, the former American Legion building.
