SUMMARY: Sheriff's reports indicate weather, driver inexperience led to crash No charges will be filed in the traffic death of a 12-year-old Millersburg boy. Representatives of the Holmes County Prosecuting Attorney’s office Monday Feb. 25 said no charges will be filed in the death of Lane H. Clabough, 12, formerly of Township Road 79. Prosecuting Attorney Steve Knowling was unavailable for comment on the matter. Lane died in a Jan. 24 crash that occurred on state Route 60 in Mechanic Township. At the time of the crash, Lane was a passenger in a 2003 Dodge driven by his half brother, Donald E. Dowling, III, 18, Township Road 79, Millersburg. According to Holmes County sheriff’s reports, Dowling lost control while traveling northbound in a left hand curve. The car traveled off the right side of the road, striking an embankment and a tree. After striking the tree, the car overturned and came to rest on its wheels. Dowling and Clabough were on their way to school at the time. Weather was cited as a factor in the crash, as a light snow was falling. A full investigation was completed by deputies and submitted to the prosecutor’s office. Captain Dale Renker said the prosecutor’s office usually does not file charges when the crash victim is a family member and no aggravating factors are present. Captain Dale Renker said the circumstances behind the crash involved “weather conditions, a little bit of speeding and an unexperienced driver”. Both Lane and Dowling were wearing seat belts at the time of the crash.
