6/2/11 Crissey pool to close after floods crack basin

SUMMARY: Pool to reopen next year after repairs The Crissey Memorial Pool will not open for 2011 season after floodwaters cracked and displaced the cement basin. However, Millersburg Village Council has pledged to repair the pool in time to open for the regular 2012 season. Council viewed the damage in a special meeting Wednesday and immediately accepted a resolution proposed by Mayor Jeff Huebner to seek bids and get reconstruction started this summer. The damage to the pool was caused by flood waters over the Memorial Day weekend that pushed up the basin from below. The pressure lifted the cement, causing old crack lines to swell and reopen, then dropped the basin as the water receded. The result resembled a china plate dropped in a bowl. The damage area covers about two-thirds of the pool. The damage looks worse than it actually is, Village Administrator Kevin Brooks said. Though the pool can not possibly open with the basin shattered into multiple fragments, Brooks said he expects the concrete work to come in at less than $25,000. “It would be very easy for council to look at this and say, we’re out of the pool business,” Brooks said. “We are committed to providing this service to our community. We’ll close this pool season, but we’ll be back next year with a better product.” Brooks said the contractor is expected to make an L-shaped cut around the damage, and replace it with rebar-enforced concrete. Voting to get repairs started was a no-brainer for councilmember Jim Beachy. “There’s a lot of interest in the pool,” Beachy said. “I’ve had people come up to me and say, ‘you’re going to do something, right?’ That really gets to me.” Brooks said the the bid schedule and repairs will probably go into August. It will take two weeks to bid the project, another two weeks to clear the debris and let the water drain off, two more weeks to lay in material and let it settle, and possibly two weeks to finish. The concrete in the basin is believed to date to 1929, when the pool first opened. Brooks noted that only half of the basin is reinforced with rebar. The repairs will be completed using operational dollars appropriated for the 2011 season, Huebner said. The pool was scheduled to open June 4 with a week of free swimming sponsored by First Knox National Bank.
