6/20/11 Commissioners approve acreage for fairgrounds annexation

                        
The Holmes County Commissioners put their signature on an annexation agreement that will ultimately add 207 acres to the Village of Millersburg. A total of 42.63 acres at the current Holmes County Fairgrounds was approved by commissioners Monday June 20 for annexation into the village. The four lots owned by the county are part of a contiguous series of parcels that includes the proposed site of the new fairgrounds. The land held by the county is located west of parcels held by the Holmes County Fairboard and will be part of a path for sewer and water lines to serve the new fairgrounds site. Collectively, the parcels total 207.613 acres. The land for the sewer lines and fairgrounds site is currently owned by 12 individuals, represented by attorney Steve Schrock. Schrock said the commissioner’s decision Monday opens the way for a vote by Millersburg Council to officially annex the property. “(Council) will have to go through three readings, so this may not be official until October,” Schrock said. “They may waive two of the three readings and that will move it a long a little faster.” The old fairgrounds site will be purchased by the Holmes County Park District and eventually left to return to green space after the fairgrounds moves to the new site. The sewer line extension will run along the north side of state Route 39 West. In other business, commissioners signed an agreement with W. E. Quicksall and Associates to complete load ratings for five county bridges. The contract stipulates that the project cost for each bridge is not to exceed $24,957. The work is paid for with Ohio Department of Transportation federal highway dollars secured through the County Engineer’s Association of Ohio. Commissioners further approved a request by Miller-Hope Development to tap into the Walnut Creek wastewater treatment system. The tap will require construction of new lines, to be paid for by Miller-Hope. The lines will serve a condominium subdivision located south-east of Walnut Creek across state Route 39 East. Commissioners approved the one lot, 4.412 acre Merit Seeds Subdivision at the request of John Yoder. The subdivision is located in Berlin Township. Following a public hearing Monday, commissioners approved a brine application permit submitted by Hilltop Speedway. Brine will be used for dust control on the racetrack and parking lot. The next meeting of the Holmes County Commissioners will be held Monday, June 27.
