6/28/11 Millersburg readies resolution for fairgrounds annexation

                        
SUMMARY: Public comment period, vote slated for Aug. 8 Millersburg council will hold the first reading of a resolution to annex the new fairgrounds site into the village Aug. 8. Council set the date Monday June 27 at their regular business meeting. The resolution will be preceded by a public comment hearing at 6:45 p.m. The resolution will annex a contiguous line of parcels beginning at the current fairgrounds site west to property at the intersection of state Route 39 and County Road 301, where New Pointe Church plans to build a new campus. On the same site, New Pointe has promised to make land available to the Holmes County Fairboard for a new fairgrounds. The parcels form a path for village water and sewer lines to the church and fairgrounds site. The parcels are owned by 12 parties and total 205.228 acres. Property owners include the Holmes County Commissioners, fairboard and several private individuals. Fairboard President Kerry Taylor said the water and sewer lines will be paid for in a public/private partnership between the fairboard and New Pointe. No local taxpayer dollars will be used, Taylor said. Solicitor Bob Hines said he expects council to vote on the resolution after its first reading. “Just so council is aware, we will seek to waive the second and third reading,” Hines said. “They want to get started on the utility extension right away.” Village Administrator Kevin Brooks said he does not expect much comment at the public hearing. “We have had some questions, mainly property owners that didn’t want to be annexed,” Brooks said. “After they found out we weren’t going to annex them, they were OK.” In other business, Brooks said repairs to the Crissey Memorial Pool will have to wait until water levels in the soil beneath the pool drop. Brooks said the same water that pushed up the pool basin, causing it to fracture, has not completly drained off. “The pool is still taking on water from the bottom. Right now we don’t think it very wise to get started at this point,” Brooks said. “We do want to get started and see what we’re dealing with” beneath the pool, Brooks said. Repairs to the concrete basin will be carried out by Mid Ohio Concrete for $16,700. However, Brooks said that more repairs may be needed to pipes and drains beneath the pool. Brooks further stated that weekly mosquito applications will continue for the next four to six weeks. The village usually goes to bi-weekly applications in late June - early July, Brooks said, but persistently wet weather seems to have compounded the mosquito problem. The next meeting of Millersburg Village Council will be held July 11.
