7/2/13 One bid comes in for County Road 77 shoulder work

                        
SUMMARY: Project to cover 1.23 miles of shoulder reconstruction The Holmes County Commissioners received one bid Monday July 1 for a shoulder work project on County Road 77. Melway Paving entered the only bid, at $232,631.50, for the estimated $234,777 project. The bid will be reviewed by Holmes County Engineer Chris Young, who will return with a recommendation to commissioners. The project involves 1.23 miles of shoulder reconstruction beginning at Township Road 207 north to Memory Park. The project is the third phase in a larger project aimed at updating County Road 77 to meet traffic flows. According to Young, the road sees traffic counts of up to 5,500 vehicles per day, including heavy trucks. The total project, when finished, will see the width of County Road 77 from Bunker Hill to County Road 160 increased to “38 to 40 feet”, Young said. The new shoulders will measure eight to nine feet, Young said. “There isn’t much shoulder there to speak of,” Young said. “The road is real narrow and it’s probably the busiest stretch in the county.” Previous work on the road has included both paving and shoulder work. Young said it may take a couple more phases to complete the project. Those phases will also include paving and shoulder work, Young said. The engineer’s office has done some of the work along County Road 77 in-house, Young said, such as ditching in preparation for the shoulder reconstruction. The project is funded through an Ohio Public Works Commission grant that carries a local match. In other business, commissioners established an arson registry fund, to be included in the county budget. The fund comes after newly-enacted legislation requiring persons convicted of arson to register with the sheriff’s office of their county of residence. The registry is not public and will be used when investigating suspicious fires. Proponents of the legislation say it will help investigators and deter future incidents of arson. Persons who are convicted of arson as of July 1 or are currently serving a prison sentence for arson will be required to register. The registration comes with a fee, to be paid by the convicted arsonist.
