The Nov. 5 ballot was certified Aug. 19, Tuscarawas County Board of Elections Director Charles Miller said. A total of 12 candidate petitions were rejected because paperwork was not complete, Miller said. The ballot has contested races across the board, as well as liquor options, income tax and tax levies.
