6/14/11 Millersburg will approach pool repairs with caution, stick to comittment to reopen in 2012

                        
SUMMARY: Concrete repairs may only be the beginning, village administrator says Millersburg is proceeding cautiously with repairs to the Crissey Memorial Pool to ensure the finished product is done right, Village Administrator Kevin Brooks said. Millersburg Village Council Monday June 13 approved a $16,700 bid submitted by Mid Ohio Concrete for repairs to the pool basin. Flooding in late May saw subsurface water pressure lifting the pool from beneath, fragmenting the concrete along old cracks. Replacing much of the Crissey Memorial Pool’s basin may only be the beginning, Brooks said. It has not been determined what damages may lie beneath the 70-year-old basin. The pool was originally poured in sections in 1929. The damaged area skirts the rectangular section that makes up the deep end that sits beneath two diving board platforms. The deep end appears to be one solid mass of concrete, Brooks said, and is reinforced with steel. The work by Mid Ohio will see a single, contiguous pour of reinforced concrete. “We’re going to err on the side of caution because we’re going to do it right,” Brooks said. “We don’t know how they did it (originally) but it is not a contiguous pour, and the deep end moves, you see it in the cracks where this broke up. Nothing’s tied in and we’re trying to fix that.”
Council has committed itself to reopening the pool for the 2012 Memorial Day weekend. At Monday’s council meeting, Mayor Jeff Huebner said he felt he needed to reiterate that commitment. “I do want to point out to the public it is not going to be a fast process,” Huebner said. “We are working as fast as we can. Please be patient with us, and we will definitely have the pool open for residents of this village next year.” The bid from Mid Ohio is for new, reinforced cement running 73 feet by 13 feet on the pool’s north side, 63 feet by 14 feet on the west side, and 65 feet by 16 feet on the south side. The new concrete will run right up to the pool walls, Brooks said. When Mid Ohio can begin depends on how long it takes for the saturated ground to dry out. Brooks said the village will not rush the project. They have all summer, more than a sufficient time to complete the work, Brooks said. The bid leaves council with room for unexpected contingencies. Council appropriated $60,700 for pool operations this year and have spent $3,250 so far, Clerk/Treasurer Karen Shaffer said. However, $25,000 of the total appropriation represents revenue that would have been generated by gate admissions, leaving the village with $32,450 for the rest of the year. Less the $16,700, the pool has $15,750 remaining. Brooks said that money will be reserved. “The bid from Mid Ohio is a starting point,” Brooks said. “Until you open the ground, you don’t know what’s under there. The bid is to repair visible damages. We have yet to look at the drain, the underground piping.”
