Bolivar Village Council met in a special session on Dec. 16 to approve a number of key measures.

In the first order of business, council approved temporary appropriations in the amount of $204,060 for the first quarter of 2020.

In other key action, council passed an ordinance to contract with the Village of Zoar for police services through 2022 at an increased hourly rate of $28 and voted to retain the contractual services providing legal counsel from Fitzpatrick, Zimmerman & Rose as village prosecutor at a rate of $80 per hour.

Council also approved general expenditures for covering a temporary shortfall in health-insurance premiums for three employees between now and January; purchasing a vacuum cleaner for municipal buildings, not to exceed $180; covering the 2020 Ohio Basic Code fee of $625 for the village police department; and amending appropriations Resolution R-24-2019 to move $500 from a legal line item into miscellaneous for unexpected expenses.

In other action council held the second reading of:

—An ordinance authorizing the mayor of Bolivar to enter into an agreement between the Village of Bolivar, Ohio and the Tuscarawas County Library.

—An ordinance authorizing the mayor and fiscal officer of the Village of Bolivar to execute an agreement between Bolivar, Ohio and the Board of Tuscarawas County Commissioners for inmate housing at the Tuscarawas County Jail, effective Jan. 1.

—An ordinance to establish a shared percentage for health-insurance costs for village employees and amend Section 1223 of the village policies and procedures. Fiscal officer Maria App provided council members with several options for the shared percentage. Council members compared the benefits of a monthly cap versus a straight 80/20 split between what the village provides and what the employee must cover with no cap. A third reading on the ordinance will take place along with a vote in January.

Council also held a general discussion of 2020 employee pay raises and insurance caps and minimums in two ordinances that will be addressed in January.

Council broke into an executive session for the purpose of discussing employment, compensation and promotion/demotion of public employees. Following this session, council returned, reporting that no action was taken in the executive session.

The next regular meeting will be Monday, Jan. 6 at 7 p.m.
