Joint Solid Waste Management District approves plan
The board of directors of the Joint Solid Waste Management District learned the solid waste draft plan update was reviewed and approved by the director of the Ohio Environmental Protection Agency. The plan is updated about every three years. The approval was announced during a meeting held Friday, May 5 in the district office at Bolivar.
Executive Director David Held introduced Drew Hostetler of New Philadelphia, who will serve as an intern this summer in the district. Hostetler attends Hiram University and will graduate in 2025. He is pursuing a degree in political science and criminal justice studies.
The board also did the following:
—Entered into an agreement with Sheridan Ohio for the printing and mailing of the 2023 Recycling Newsletter in an amount not to exceed $110,000. The funds will come out of the tipping fee line-item Education and Awareness Non-payroll Expenses.
—Renewed the full-service lease agreement for Customer-Directed Maintenance Program with R & R Truck and Equipment Services Inc. for an additional three years at a quarterly rate of $15,215.
—Extended the 2022 recycling agreement for purchase of paper products with S. Slesnick Company.
—Heard the City of Louisville decided not to explore a trash and recycling contract at this time. This is the only municipality in the district without a curbside recycling program. The district offered a $20,000 Recycling Makes Sense Curbside Program Startup Grant as an incentive to Louisville.
—Extended two 2022 recycling agreements for the purchase of glass, plastic, aluminum and steel with Kimble Transfer and Recycling and for the Tuscarawas County Recycling Drop-off Program with Kimble Recycling and Disposal.
—Learned a monthly inspection was held in April at the Newcomerstown Landfill by Michael Kopko of the Tuscarawas County Health Department. It was found the explosive gas monitoring probe 3A level exceeded the acceptable limit. The punch bar sampling around the well measured 0%, and there is no indication of any serious lateral movement of gas. The weekly contingency monitoring has been completed, and the volume was met for three consecutive weeks. The landfill has been closed for many years but must be monitored.
Other information
American Landfill Community Advisory Committee will meet May 19 at 1 p.m. at the district office. They meet twice a year. A motion was made to extend the committee for an additional five years and amend the settlement and release agreement with American Landfill.
Canton Recycling Center is open Tuesday and Friday from 9 a.m. to 3 p.m., Wayne County Fairgrounds Collections Events will be held May 22 and June 26 from noon to 6 p.m., and the Tuscarawas County Fairgrounds will be open June 3 and Aug. 26 from 9 a.m. to 3 p.m. All are by appointment only.
The board of directors will meet July 7 at 9:30 a.m. in the district office at 9918 Wilkshire Blvd. NE in Bolivar. The district policy committee will meet Sept. 15 at 9:30 a.m. in the district office.
